8th Pay Commission: Can government amend ToR to cover pension revision for pre-2026 retirees?

The 8th Pay Commission’s Terms of Reference could be amended to include pension revision for retirees who retired before 1 January 2026. While the Centre has yet to announce any change, historical precedents show that the ToRs of earlier Pay Commissions have been amended and improved when required.
